Jedi Council

The High Council was a group of twelve wise and powerful Jedi Masters elected to guide the Jedi Order, as well as serve as an advisory body for the Emperor of the Coruscanti Empire and then for the Supreme Chancellor. Their organization is based on the Jedi religion of the all-encompassing life Force.

After it was decided that Qui-Gon's son was in fact the Chosen One of the prophecy, it was very difficult to set standards and rules for the young prince. His nature and temperment as well as the political duties required of him as future emperor allowed for very little direct control over him. Since Anakin had to split his time between politics and religious duties, they had to be looser in their rules concerning him. This meant that they had to allow him to uphold traditions other than those of the Jedi, including marriage.
