Benevolent leader of the Coruscanti Empire, he was more in favour of a more democratic ruling of the Empire and as such, soon lost control of the senate to the Supreme Chancellor and personal advisor, Palpatine. It was Palpatine who convinced him of the necessity of an imperial army and to whom he sent his stepson for tutoring on political matters.
Cliegg did love Anakin as his own son and wanted to see him marry the young Nabooan queen. When Shmi expressed concern over Anakin's relationship with a young handmaiden, he thought nothing of it, that Anakin had every right to gain experience before his marriage to the Queen of Naboo.
Once it was revealed that this affair would lead to marriage without his
consent, he was far from pleased...
